Cebral Inc. is a business development company founded and managed by Joe Church, MASc, P Eng.  Mr Church has a broad range of business experience in both major corporations and start ups spanning over 30 years.  He has served as Vice President of Bell Canada, Vice President of Rogers Wireless (then Cantel) and founder, President and/or Chairman of various smaller new companies. Cebral has been the crucible for the creation of several start up businesses since 1993.   Some of those are: Wispra Inc.: the founding partner for several Canadian wireless ventures.  These included partnerships with various companies including TD Capital, Goldman Sachs, Providence Ventures and XO Communications.  These companies bid on Canadian nationwide wireless spectrum in bands including 28 GHz, cellular PCS and air to ground.
